There is a lot of history in a small country like Rwanda. The original inhabitants were the ethnic Twa. By the 10th century, Hutu farmers were established there. Tutsi warriors with cattle arrived after the 14th century. Tutsi formed a monarchy by the 16th century. All tribes shared a common language and culture, and there were no race issues until the 20th century. (4) Germany was the first European country to colonize Rwanda in 1899, administering it indirectly through the existing king. Belgium took control in 1916, during World War I. Belgium received it as a League of Nations mandate in 1919 and continued indirect rule but restructured the system to increase ethnic divisions. (4) The Belgians favored the Tutsi over the Hutu and Twa, which was a big mistake that caused huge problems in the future and lots of racism. (5) In 1946 Rwanda became a UN trust territory administered by Belgium. (5) Pressure rose during the 1950s as Hutu protested against Tutsi for rights and voting. Violence spread quickly after the Hutu sub-chief was attacked by the Tutsi. Many Tutsis died or fled to neighboring countries. Belgian troops intervened and set up a policy reversal, with a Hutu-led government. (4) With democratization going through Africa, monarchy was abolished in 1961 and Rwanda gained complete independence in 1962, as two countries, Rwanda and Burundi. (5) Tutsi exiles continued attacks on Hutu throughout the 60s. The First Republic, led by Hutu, ended with a 1973 rebellion coordinated by the Hutu Minister of Defense, Juvenal Habyarimana. Tutsi revels in Uganda formed the Rwandan Patriotic Front, or the RPF, and invaded Rwanda in 1990. The conflict ended in 1993 with a power-sharing agreement treaty. But the peace was broken again when Habyarimana’s plane was shot down in April 1994. (5) Know one knew whether it was Hutus that shot down the plane, but they were accused nonetheless. â€Å"Hutu politicians opposed to the late president Juvenal Habyarimana were targeted in the first few days after the plane crash, which has yet to be satisfactorily explained. But now the killings seem to be directed purely against Tutsis,† according to Hilsum. (1) This was the end  of the Second Republic and the beginning of a 100-day well-organized genocidal rampage. Hundreds of thousands fled to neighboring Burundi, Tanzania, Uganda, and Zaire (now the Congo). The RPF fought back and took control on July 4, 1994. Thousands fled from the RPF advance and many died from disease and unsanitary conditions. In 1996 Hutu refugees became targets of Tutsi violence, and Hutu soldiers attacked the Tutsi. Rwanda sent militia to defeat the Zairian troops helping the Hutus. Most refugees were sent back to Rwanda, but some remained to launch guerilla attacks in northwestern Rwanda. (4) Courts were set up for 124,000 people for crimes during the genocide. The first Hutu president was elected in 2000 when the old president resigned. Trials are still going on today, charging people with war crimes during the genocide. Because of the great scars of Rwanda’s history in the last century, Rwanda today has a very weak economy and is very undeveloped industrially. The products are mostly agricultural, and most of the population are subsistence farmers. The main crops consist of coffee and tea. Also grown are bananas, beans, cassava, cattle, pyrethrum, sorghum, and sweet potatoes. The only mining resources are tin and wolframite. A lack of fertile soil limits agricultural expansion. (4) Rwanda only trades with Uganda because of bad relations with other countries. This makes trade very expensive there because of this. (5) Christianity was introduced in Rwanda by missionaries in the early 20th century. Today 65% are Catholic, 9% Protestant, 1% Muslim, and 25% follow indigenous beliefs. Ethnic tribes are still mostly Hutu and Tutsi, which are now peaceful. 90% are Hutu, most of the rest are Tutsi, and only 1% are Twa. The official languages spoken in Rwanda are English, French, and Kinyarwanda, a Bantu language. (4,5) Independence Day is celebrated on July 1. The government consists of the President and Transitional National Assembly of 70 seats. Local elections establish councils responsible for local disputes, minor crime, tax collection, and salaries for teachers and doctors. The country is very crowded and there is lots of disease. (5) Most of the problems in Rwanda in the last century were caused by imperialism. The genocide in Rwanda affected its neighboring countries as well, and thousands of Hutus and Tutsis were also killed in Burundi by similar problems there. The incredible amount of racism and hate in the very heart of Africa was sparked by the colonial structure enforced by Germany and then Belgium. According to Dowden, the Tutsi, making up only about 10% of the population, â€Å"were a kind of feudal cattle-owning aristocracy who lorded it over the Hutu peasants.† Belgians gave the Tutsis a big advantage in education, leading them to have professional jobs. (2) Before the Europeans came there was peace in Africa. But after greedy 19th century European politicians occupied the African continent, enslaving or abusing its people, ethnic conflicts broke out all over Africa, followed by a century of bloodshed. The conflicts and the current problems in Africa could have been prevented if imperialism wouldn’t have existed. There would not have been a genocide during which hundreds of thousands of innocent people were slaughtered over a period of 100 days. According to LaFraniere, â€Å"The Rwanda genocide is considered the worst ethnic killing since the Holocaust. In 100 days, an estimated one in 10 Tutsi in Rwanda were wiped out, along with many moderates among the Hutu, who make up the majority of the population. The efficiency of the killers, who chased down the Tutsi at roadblocks and in the streets with sharpened sticks, nail-studded clubs and grenades, surpassed that of the Nazis, some historians contend.† (3) The financial crisis in Rwanda and the suffering of its people today could have been prevented if it wasn’t for so much hate and carelessness of imperialistic European nations in the 19th and early 20th centuries. History and development of Bengali journalism Essay

Bengal, especially Calcutta (presently Kolkata) was the cradle of journalism in India. The first newspaper of India Hickey’s Bengal Gazette was published in Kolkata in 1780. So were the first four non-English newspapers- in Bengali, Urdu, Hindi and Persian. Several language newspapers owe their birth to Kolkata in some form or the other; for example the Oriya types were manufactured in Serampore, a suburb of Kolkata. The year 1818 marks the beginning of Bengali journalism. Samachar Darpan was the first newspaper in Bengali language. It was published by Serampore Mission press on May 23, 1818. Started by missionaries Carey and Marshman, it began as a monthly, but soon converted into a weekly. It carried both Indian and foreign news. It became bilingual in 1829 carrying Bengali and English news in parallel columns. After surviving a number of crises, it closed down in 1852. Digdarshan was also published in 1818. In 1821 a remarkable Bengali journal Sambad Kaumadi was published under the patronage of Raja Ram Mohan Roy. But it did not survive for long. Sambad Pravakar was the first Bengali daily newspaper published in 1839, patronized by Iswar Chandra Gupta. It was followed by Tattobodhini, published by Akhya Kumar Dutta in 1843. The other Bengali journals during this time were Samachar Chandrika, Bangadoot, Sambad Pravakar, Vividhartha Sangrah (1851), Masik Patra (1854), and Som Prakash (1851). The first weekly within the territory of today’s Bangladesh, Rangpur Bartabaha, was published in 1847 from Rangpur and the first weekly from Dhaka, Dacca News, was published in 1856. The long lasting Dhaka Prakash was first published in 1861 and Dhaka Darpan in 1863. They early Bengali papers took up the cause of the oppressed workers in the ndigo plantation, and of the peasants. Notable among them were the Som Prakash, the Grambartha Prakashika and the Amrita Bazar Patrika (before it became an English weekly). They created problems for the government with their exposure of the exploitation of labour in plantations and on the fields, and violent denunciation of the European planters and the government. In the course of this campaign, a number of newspapers were started in villages and districts. The press and machinery used to print them were of the crudest type and the publisher and editor conducted the journals almost as family business. But despite the questionable quality of the ‘product’, it did achieve one remarkable feat: establish the credential of the newspaper as a powerful force. Bengali journalism also carried the message of Bengal renaissance. Most of them actively sought social and cultural reform. However, there were some, who opposed the reforms resulting in a social churning which is the hall mark of any renaissance. The Bengali press was a terror to the British administration and all the drastic press laws were particularly aimed against them. It had powerful editors and writers who reached out to the masses in the distant villages with their clarion call to fight against injustice, racial prejudice and maladministration. They were the earliest to demand self-Government and assail the Moderate leaders of the nationalist movement with timidity and lack of courage to demand what was the birthright of Indians. The Bengali Press suffered the most in the reprisals launched by the Government after the mutiny in 1857. Till the 80s of the nineteenth century Bengal was the hub of newspaper publication. A survey of the Indian Language Press by Sir George Campbell in 1876 showed that half of the total number of 38 newspapers was published from Kolkata. However, by end 19th century newspapers have started publishing from all across the country. End 19th century saw some remarkable newspapers coming out from Bengal. The Sulava Samachar of the Indian Reform Association was started in 1870 by Keshab Chandra Sen. It was a weekly, priced one pice per copy. It had a circulation of 3,500 copies and was the most popular weekly of the period. Another journal which was also popular was the Haishakar Patrika edited by Babu Kisari Mohan Ganguli. The first newspaper to espouse the cause of the working class, Bharat Sharmajibi, was started as a weekly at about this time. The first Bengali daily to adopt modern methods of production was the Basumati (1880) which was edited by Krishna Kamal Bhattacharya. Surendranath Banerejee published Bengalee. The editor of Bengalee faced contempt of court proceedings and imprisonment when it voiced public indignation in 1883 against a High Court Judge who ordered Hindu idols to be produced in court as evidence. The paper which became a daily in 1900 was the first language paper to subscribe to Reuter’s foreign news service. Through the Bande Mataram, another important newspaper of this period Aurobindo Ghosh proclaimed his philosophy and the â€Å"new Path† which meant passive resistance as an instrument of political action. An associate of the Bengalee was the Nayak (1908), published by Panch Cowrie Bannerjee. In 1922 came the Ananda Bazar Patrika, started by Mrinal Kanti Ghosh, Prafulla Kumar Sarkar and Suresh Chandra Majumdar. Together with its English counterpart, Hindustan Standard, it played a glorious role in the freedom movement. Another daily Jugantar, was started in 1937 by the management of the Amrita Bazar Patrika. After Gandhi took over the leadership of the national movement, the Bangalee and Nayak which were the organs of the Moderates, lost ground rapidly in spite of official support because of the tremendous pressure exerted by C. R. Das who was the undisputed Congress leader in Bengal. Post Independence Bengali papers suffered after the partition in 1947 because they lost a good slice of their readers in the new East Pakistan, which in 1971 became a new independent country: Bangladesh. Notable newspapers started in the first two decades after the independence included Loksevak (1948) and Jansevak owned by the Congress leader, Atulay Ghosh. Among the doyen of Bengali journalism, mention must be made of Chapala Kanta Bhattacharya, who was the editor of the Ananda Bazar Patrika and was president of the All-India Newspaper Editors Conference and Hemandra Prasad Ghosh, who started the Basumati in 1914. Hemendra Prasad Ghosh was a member of the Editors’ delegation which visited the war front in 1918. He had the distinction of being a pioneer in establishing an exclusive news services for his paper. Vivekananada Mukherjee was one of the greatest newspaper editors of Bengal. Under him Jugantar scaled great heights. The Bengali press today is the third largest numerical group after Hindi and English. There were 1662 newspapers in 1984 as against 1583 in 1983. Of them 52 are dailies and 433 weeklies. By 2007-8 the total number of number grew to 3244 as per RNI, of which 125 were dailies. As per the Indian Readership Survey Q2 for the year 2011 results the five most read Bengali newspapers were: Anand Bazar Patrika1 (Redership: 59. 2 lakh), Bartaman2 (29. 63 lakh), Sangbad Pratidin3 (9. 58 lakh), Ganashakti4 (7. 9 lakh) and Aajkal5 (6. 28 lakh) Calcutta was the second place in India to have a radio station after Bombay. In British India, broadcasting started in June 1923 with programmes by the Radio Club of Bombay, followed by other radio clubs. Then, by an agreement of 1926 the private Indian Broadcasting Company (IBC) was granted permission to operate two radio stations; the Bombay station was inaugurated on 23 July 1927, the Calcutta station followed on 26 August 1927. Calcutta had its first Television station (named Doordarshan) in 1975. In June, 1984, Calcutta Doordarshan entered the world of colour transmission. By mid 2011 there were over 15 stations of All India Radio in West Bengal. There were over 20 private radio stations in West Bengal including Radio Mirchi, Radio One, Red FM (Kolkata, Asansol and Siliguri), Big, Friends, Power, Aamar, Fever, Radio Meow, Radio Misty, High and Nine (Siligudi). After the date of getting the permission from the competent authority, when Deokabai would get another suitable house then she would get the sale deed of this house registered in Uttam’s name. 3. The entire cost of registration of the sale deed of the house shall be borne by Uttam. In case there is any complication or difficulty in getting the sale deed of the house registered in Uttam’s name or in case it becomes legally impossible for Deokabai to get the sale deed of the house registered in Uttam’s name, then Deokabai shall pay back to Uttam the amount of Rs. 5,000/- with interest thereon. Deokabai shall not put forth any excuse for the same. Legal Issues: So far as the present agreement for sale was concerned, she took the step of applying for necessary permission to the Competent Authority, Nagpur on March 3, 1979. The requisite permission for selling the house was granted to her in the month of May, 1979. On 9.7.79, a notice was sent by the respondent to the appellant requiring her to get the sale deed executed and registered’ in his favour on 9.7.1979 and to remain present in the office of Registrar at 11 a.m. Since the appellant failed to turn up at the appointed time and place and the respondent allegedly had taken all steps necessary towards completion of the sale deed, like purchase of stamp papers and buying of drafts of money, he filed a suit for specific performance on July 26, 1979. The respondent firstly prayed for a decree for specific performance and possession of the property in dispute, but in the alternative claimed return of the earnest money of Rs. 5,000/with interest in case specific performance was not all owed. Law Applicable: Section 32 provides that contingent contracts to do or not to do anything if an uncertain future event happens cannot be enforced by law unless and until the event has happened. Such a notice obviously could be given only after the grant of permission to sell by the Competent Authority, Nagpur, because in the event of non-grant of permission the search for another suitable accommodation would have become unnecessary. Thus we are of the view that in the facts and circumstances, the two important contingencies are the appellant getting a suitable accommodation before she could be asked to specifically perform the contract of sale and, in case of a genuine difficulty arising, to opt for returning the earnest money with interest. She cannot, in the present set of facts, be obliged to part with her property by effecting a sale. Resultantly, the appeal to grant refund of Rs. 5,000/- with interest at the rate of 8% calculated from 18.1.79 till payment or recovery is allowed.

Deontology argues that there are norms and truths that are universal for all humans; actions then have a predisposition to right or wrong, moral or immoral. Morality, then, is based on rational thought and is the direction most humans innately want. It is not enough, though, for there to be individual morality. Kant took this further, reacting, and argued that a state or society must be organized by the way laws and justice was universally true, available, and, most importantly, justified by humanity. Yet, for Kant, these laws should respect the nature of freedom, autonomy, and egalitarianism of all members of society. Kant saw that a few basic rights were critical for any civil society to exist. After Kant, this became a rubric by which we may understand modern utilitarian principles and their interdependence with the concept of human rights. Thus it seems that for Kant, at least in Groundwork, the task is to seek the foundation of a principal of morality that will fit the human definition in almost all cases. Rationally, each person will move towards this axiom; to do otherwise would be to remain irrational. This, in particular, has relevance in the contemporary world of philosophical discourse, in which we can look at Kants ideas about freedom and the nature of action and apply to the principles of autonomy and humans as autonomous agents. For Kant, the basic idea of morality focuses on the question, But it is far more than simply an account of human and social interactions but a larger view of the overall metaphysics of the basis of morality; political, religious, cultural, and social issues explored as well. This, for Kant, is a seminal issue of the basis of human rights rights come from a deeper sense of ethics and morality, from the very basis of what spark defines humanity. But Kant did not develop his ideas in a vacuum, of course. The notion of human rights has been an ongoing political and philosophical debate since humans began to express their thoughts in writing. At the center of this debate is the notion that many remain dissatisfied with the definition of good or appropriate being at the whim of a particular social order, or ruling elite. This debate may be found in Aristotle, Socrates, and Aquinas, leading to more contemporary political notions from Lock, Kant, and even Martin Luther King, Jr. Forming th e core modern argument, for instance, Aquinas argued that there were certain universal behaviors that were either right or wrong as ordained by the Divine. Hobbes and Locke differed, and put forth the notion that there were natural rights, or states of nature, but disagreed on the controlling factors of those natural tendencies. Kant took this further, reacting, and argued that a state or society must be organized by the way laws and justice was universally true, available, and, most importantly, justified by humanity. Kant prescribed that basic rights were necessary for civil society, and becomes a rubric by which we may understand modern utilitarian principles and their interdependence with the concept of human rights. Kant deciphers his ethical questions surrounding natural rights, and by extension social and organizational rights, by critically analyzing the motivation of utility (an act) while briefly ignoring the consequences. Synthetic a priori judgments consist in utilizing certain sensory data and utilizing the Categories to organize the spatial or chronological. When we apply categories to our sensory data in space and time, then we become aware of physical objects. Only categories make objects possible. Kant terms items that exist apart from space, time, and categories as things in themselves(noumena). Alteration of substances is possible for Kant states of matter can change, evolve; therefore thoughts change too. Subsequent states are called effects when they transition appropriately from one state to another; lawful for Kant if it is a necessary consequence. There are, of course, dependencies as well, and Kant argues that it is more the appearance of cause and effect that is important, not the things themselves. In the contemporary world these Kantian ideals can be seen in relation to the morality of public policy, social interaction, and publicity actions relating to humans that provide the synthesis of information and motion towards utility for society. One may also view Kants causality in that policies must pass philosophical order to be just as social principles. ). Morally, then, Kantian principles hold that in order to maintain what is both politically and socially just for society, the rights of the individual must not only be protected, but actively cherished and cultivated, in order for the political-social contract to be continually validate. Part 2 But how does philosophical debate translate into the dogmatic, practical nature of the modern world? For Kant, it is reason somewhat dichotomous in that when things are dissected in reality it is theoretical; but practical when he analyzes how things should be. And, is not modern social theory really about the process of making society better for all, engendering human rights and considering how things should be? For Kant, then, there are two main rubrics of moral philosophy: 1) meatphyics investigates the nature of reality, and 2) ethics, which, for Kant, seeks a priori rules that govern the manner in which free will helps make moral decisions. Reason has its practical employment in determining what ought to be as well. Theoretical reason is concerned with things that are formal and subjective. Practical reason is concerned with things that are real and objective. Kant believes that, It seems that Kant is saying to us that the basis for all morality is far deeper than just the idea of moral action or inaction it is reason itself. Reason is the human ability to make presumptions and identify the basic structure emanating from the idea of truth. It allows us to move from the particular and contingent to the global and universal. Reason seeks increasingly higher levels in order to explain the way things are. For humanity to prosper, Kant posits, the observable universe must, in and of itself, be conceived of by reason. This continual movement towards reason is simply a natural state of knowledge learning, and ways to determine the truth of the natural world. But it is clear that theoretical reason can never have knowledge of the totality of things. Morality, according to Kant, must be universal. For this reason it can only find its place within the realm of practical reason. Morality could not possibly take place within the realm of theoretical reason because this would involve the sensible world. For Kant, morality has to be pure and universal. Taking Kant a bit further, and looking at the ideas of Aristotle in the Nicomachean Ethics, we find that morality and ethics are more a choice of chronology and cultural appropriateness. Aristotle said we should act in the right way, at the right time, in the right amount towards the right persons for the correct reasonsNicomachean Ethics, II). The basic assumption about Aristotelian morality is that humans are moral agents through their individual actions. But, human behavior being what it is, morality is only one of the facets of humans evolution towards happiness. This centuries-long debate, though, certainly remains controversial. Now, we have the benefit of some of the Continental philosophers, of existentialism and other modern theories. But, in Kantian (and classical) ethics, narrative theories focus on ways to analyze and synthesize methodologies for establishing right and wrong, and to propose ways for distinguishing right and wrong actions. We know that two major ethical categories exist; teleological or consequential ethics and deontological, or non-consequential ethics. Teleological ethics judge consequences of actions; the right and wrong as a ratio of good to evil within a given set of parameters. Deontological ethics focus on the concept of the reason (duty) rather than any cultural or individual judgments of right or wrong. Under this paradigm, it is the nature (the inner feeling or duty or necessity) of action that defines the morality of the concept. This concept of teleological and deontological forms is unclear for Kant. There is the contrast between Kants deontological and teleological imperative within the rubric of morality. Some of the arguments in Groundwork appear to be relatively incompatible with any sort of teleological paradigm of ethics or morality. Kant insists that morality for all individuals is a part (a locus) of rational will, Similarly, the manner in which Kant views good and evil seem anti-teleological, which makes little sense considering his overall view of human nature, human values, and the purpose of the individual within the greater societal whole. Kant assumes that duty and good will are synonymous, but it is morality, which motivates both. For instance, if someone must lie or tell a falsehood to remain moral to a duty, it cannot be construed as immoral there was an a priori assumption. Actions cannot only be considered as the means to one persons end, but must satisfy the criteria of being a universal end, which ensures goodness for all, not merely for one. The basics of human nature are more inclined to act because of duty which is the proper Kantian moral. Doing so does gives one a feeling of happiness, and is therefore, perceived as good. Emotions play an important role in these perceptions, which Kant quite ignored. Emotions are not to be trusted, as they are fickle and intolerable. Perceptions, though, can change, and so can the concepts of right and wrong, depending upon the situation; a fact Kant ignores. In certain situations, for instance, falsehoods might be immoral, but Kant never conclusively proves this, remain ing rather abstract. If, because of telling a lie a human life is saved, then one can assume a desirable end has been reached but if the desirable end is not reached, how can we realistically agree that this is contrary to ones own moral duty, as Kant would have us believe? Kants categorical imperative appears unable to provide an undisputed answer to that question, and at least his final authority on moralism.

Two different queuing systems Introduction This report presents the modeling of two different queuing systems in a typical bank environment using the arena software. The confidence intervals for both the systems are constructed based on the simulation results. The systems are then compared to find out which queuing system performs better. Assumptions For both systems, no real data was collected. Both the interarrival times and service times were taken from known probability distributions. Other assumptions also include no balking, reneging and queue jumping. Each replication had the same initial conditions and terminating events. Lastly, both systems are assumed to be stable, have infinite calling population and no limit on system capacity. Modeling of the systems In this section of the report, the actual modelings of both the systems using the arena software are discussed. Configuration of the models and steps to run the system are also highlighted. Firstly, system 1 is explained, followed by system 2. System 1 modeling System 1 has a separate queue for each individual bank teller. Based on Kendalls notation, system 1 is an M/M/4 system. It is a Poisson process and disallows batch arrivals. The table below summarizes the categorization of the system based on the parameters of the system. In this system, customers arrive and choose to join the shortest queue. The highlighted mean values in the table represent the exponential mean value ?. For the interarrival time, 100 customers arrive in 1 hour. Hence, ÃŽ ²= 1/ (100/60) = 0.6 Firstly, create the customer arrival portion by clicking and dropping the create button. Next configure it by doubling clicking the diagram. Running the Simulation Once the models of both the system are constructed, simulation runs are conducted to evaluate the performance of the systems. Input number of replications as 15 and replication length as 480 change all the units to minutes. This is shown in the Figure below. Click on Run tab and select Go to run the simulation. Simulation Results This section of the report summarizes the results produced by both the queuing systems. The performance measure parameter is the average time the customer spends in the bank. The results for each individual system are evaluated and the following confidence interval is constructed. Then the two systems are compared by constructing another confidence interval. System 1 Results The system 1 results are based on the average time a customer spends in the system as its performance measure. The average time for each replication is summarized in the table below.
